In terms of dry stats, Kylian Mbappe from Paris Saint-Germain has the highest potential rating: 95. The largest OVR increase goes to Tottenham's Dane Scarlett. He may improve by 26 points: from a 62 to an 88. Keep in mind that there is a dynamic potential in FIFA 21. If a player plays consistently well, his potential increases. If you leave a talent on the bench, his potential will decrease accordingly.
